Last week the Hearing for proposed Plan Change 7 was held at Hastings District Council chambers. It was encouraging to see members attend across the sessions, with some present throughout.
Monday focused on the developer’s case, with counsel supported by a team of 13 experts delivering a strong case in favour of the plan change. Tuesday provided an opportunity for submitters to present their views. Major concerns were around planning framework (RMA and local/regional planning documents), productive soils, and reverse sensitivity. Peter Clayton appeared on behalf of the Club in support of the plan change, as did Trevor Robinson. The plan change was also supported by mana whenua.
Friday concluded with HDC presenting on their original recommendation to decline the plan change. This position was not changed throughout the hearing week. GSDLP (our development partners) then exercised its right of reply to summarise the week.
The hearing as was adjourned with further instructions expected from the commissioners this week. There is no set timeframe for a decision to be issued, and we remain optimistic of a positive outcome, subject to any final conditions.
The Management Committee also met last week, with the hearing a primary focus. In addition, the emerging fuel situation in the Middle East is beginning to impact costs, with several suppliers already implementing increases. Management will continue to monitor this closely and will defer any pricing adjustments for as long as practicable, particularly within food and beverage.
